Thailand Plans a PR Campaign

In order to enhance and improve their image aboard, Thailand decided to hire a US public relation agency. They decided to launch the campaign in order to help improve the country's image after last year's military coup. The prime minister of Thailand said that the country will spend roughly $600,000 dollars on the three month campaign. However the foreign minister spokesperson said that the country will only spend $ 165,000 on the three month campaign. The prime minister mentioned that although the campaign is not judge, something is better than nothing.
I agree with him, but I believe instead of acting so fast t the bad publicity(U.S. pharmaceutical industry attacked Thailand in an advertisement in the Wall Street Journal last week), they should better plan their campaign, ensuring more funds. They want their international image to improve, but can this really happen with the size of this campaign? And with such limited funding?
